Category 4 vehicles may only pay tolls on Serbian motorways electronically, through a registered TAG device. Penal provisions have been fully enforced since 1 July 2026, with fines for legal entities reaching 2,000,000 dinars.
The obligation covers Category 4 — the heaviest class on the Serbian toll network
Heavy goods vehicles and articulated lorries operating on Serbian motorways, regardless of the country of registration.
Trucks hauling trailers fall into the same category and carry the same electronic payment obligation.
Buses with more than two axles are classified as Category 4 and must also pay electronically.
For vehicles above 3.5 tonnes, cash and card payment at toll booths is no longer accepted as a method of settlement.
Ranges set by the Law on Fees for the Use of Public Goods
PE “Putevi Srbije” began full enforcement of the penal provisions on 1 July 2026. The statutory obligation itself took effect on 1 January, after a transitional period granted to let transport operators adapt to the system. A single violation can trigger more than one of the penalties below, because the law addresses the company and the responsible person separately.
| Who is penalised | Fine range (RSD) |
|---|---|
| Legal entities | 500,000 – 2,000,000 |
| Responsible person within a legal entity | 10,000 – 100,000 |
| Entrepreneurs | 10,000 – 500,000 |
| Natural persons | 5,000 – 50,000 |
Driving without a TAG is an administrative offence under the Law on Fees for Use of Public Goods (Sl. glasnik RS br. 109/2025). Penalty amounts are set by law and may be revised — confirm the figures in force on the day of travel at putevi-srbije.rs.
Since 1 April 2026 the Belgrade Bypass charges tolls for Category 4 vehicles on a section that used to be free, and it does so without barriers.
Three practical points that decide whether your fleet is legal on Serbian motorways
Pick one up at the Serbian border using your DKV, SHELL or UTA fuel card. Activation takes a few minutes and can be done while you wait for entry and transit formalities. See all activation points on the map.
TAG devices issued in other countries are not accepted in Serbia. Only the Serbian ENP TAG registers your passage on the national network.
A TAG issued by Jugoexsim is already registered in the official system. Adding it again on third-party websites can block the device and force you to obtain a replacement.
Toll charges arrive together with your fuel card invoices, on a postpaid schedule. See how postpaid toll settlement works.
No. For Category 4 vehicles, electronic payment through a TAG device is the only lawful method. Cash and card payment at the booth is no longer accepted for this category.
No. Only a Serbian ENP TAG is accepted on the Serbian toll network. A transponder issued in another country will not register your passage, and the vehicle counts as unpaid.
The law sets separate ranges for legal entities, the responsible person within a legal entity, entrepreneurs and natural persons, so a single violation can result in more than one penalty.
Activation at a Jugoexsim point of sale takes a few minutes and can be done while the vehicle waits for entry and transit formalities. You need a valid fuel card and a copy of the vehicle registration document.
No. A TAG issued by Jugoexsim is already registered in the official system. Re-registering the device yourself on third-party websites can block it and force you to obtain a replacement.
Yes. Trucks with a valid EURO 6 CEMT certificate receive 9.4% off the official toll tariff, applied through the same TAG device. See how to apply for the EURO 6 discount.
